The High Line
This is free and runs on the west side of Manhattan from 30th St through Gansevoort St. You can start anywhere and you don't need to walk the full length of the park.
It does look like they require reservations on weekends and holidays (this is new!).

Take the Staten Island Ferry from the Financial District (the southern tip of Manhattan) to Staten Island and back for good views of the Statue of Liberty for free.
